- Mr. Moose has litigated in the appellate courts of California for nearly 40 years, with the result that his name appears on approximately 40 published, precedent-setting opinions of the California Courts of Appeal and the California Supreme Court.
- In the years between 1987 and 2007, he was one of three or four primary authors for a periodically published legal treatise called Guide to the Environmental Quality Act, which during its heyday was frequently cited by the California Courts of Appeal and California Supreme Court.
- He has received an “AV” rating from Martindale-Hubbell, which ranks attorneys throughout the United States based on solicited feedback from their colleagues. “AV” is the highest rating available, with “A” signifying that an attorney is ranked from “Very High to Preeminent” in his or her field(s), and “V” indicating high ethical standards.
James G. Moose joined the firm in 1986 and became a partner in 1990. After more than three decades of leadership and service to the firm and its clients, he transitioned to an Of Counsel role at the end of 2024, where he continues to share his experience and judgment with the next generation of attorneys.
His practice emphasizes environmental law, land use, and related legal fields touching on natural resource management. He represents, and has represented, a wide variety of public and private clients, including project applicants, cities, counties, departments, and boards of the State of California, special districts, environmental consultants, environmental organizations, and individuals. He represents these clients in both administrative proceedings and the courts.
Mr. Moose is a recognized expert on the California Environmental Quality Act. For nearly 40 years, Mr. Moose taught CEQA courses through the University of California at Davis Extension Program. During portions of that period, he also taught two other courses for the same program: “Environmental Review of California Water Projects: Legal Requirements, Approaches and Techniques” and “Writs of Mandate in Land Use and Environmental Law.” For nearly 40 years, he participated annually in CEQA update courses on behalf of the Association of Environmental Professionals. For more than fifteen years, he served on the Advisory Board of the Center for Law, Energy, and the Environment at the University of California, Berkeley School of Law.
Finally, he served for 12 years, including three as President, on the Board of Directors of Solar Cookers International, a nonprofit corporation devoted to facilitating solar thermal cooking to cook food and pasteurize water.
