Napa County Regional Climate Action and Adaptation Plan

Napa County is preparing a Regional Climate Action and Adaptation Plan covering the county and its incorporated cities. The Plan is based on a comprehensive greenhouse gas (GHG) emissions inventory for the county’s six jurisdictions and includes measures to reduce GHG emissions in alignment with the State’s emissions-reduction goals and to build resilience to climate impacts of particular concern in the county, including drought, flooding, and wildfire. Once adopted, the Plan will serve as a qualified “plan for the reduction of greenhouse gases” under CEQA Guidelines section 15183.5, subdivision (b), thereby allowing future projects to streamline and tier their GHG analyses under the Plan.

RMM advises the County on the Plan, implementation measures to reduce GHG emissions and adapt to climate change, and environmental review, including ensuring that the Plan and environmental review meet the requirements for future streamlined GHG analysis under CEQA.
