Senate Bill 4 Well Stimulation EIR
In 2013, the Legislature enacted Senate Bill 4 (Pavley), which required the preparation of an EIR addressing well-stimulation treatments in California. “Well stimulation” includes hydraulic fracturing and other techniques used to enhance oil and gas production.
The Office of the Governor retained RMM to advise the California Department of Conservation and its Division of Oil, Gas, and Geothermal Resources in connection with the preparation of the statutorily mandated EIR. Following certification of the EIR, RMM continued to advise the State regarding the implementation of SB 4 and related regulatory matters.
