About Blaine

Blaine Dyas is an associate attorney with Remy Moose Manley, LLP. His practice focuses on all aspects of environmental and land use law, with a strong emphasis on CEQA. He brings a blend of legal, engineering, and social experience to the firm.

Blaine drafts two articles per month as an editor of the California Land Use Law & Policy Reporter and co-chairs the California Lawyers Association’s Environmental Legislation Committee, where he collaborates with top policy advisors and tracks key environmental and energy legislation.

Prior to joining RMM, Blaine served the State Water Resources Control Board under the SAFER program to help disadvantaged communities gain access to clean water via the Aoki Water Justice Clinic and the Office of Legislative Counsel, where he drafted substantive bills and resolutions and provided informal and formal legal opinions to legislators and their contacts regarding labor, artificial intelligence, and privacy. Separately, Blaine satisfied his law school writing requirement with a piece on the intersection of artificial intelligence, social media, democracy, and California’s constitutional right to privacy. During law school, Blaine also founded the Renewable Energy Law Society at UC Davis Law, which hosts environmental and energy law and policy discussions with some of the state’s leading voices across the lawmaking, public, and private sectors.

Before law school, Blaine earned his bachelor’s degree in civil engineering in his hometown of Lubbock, Texas. Blaine practiced construction management, civil engineering consulting, and aerospace structures engineering.

A public speaker and advocate, Blaine has presented to audiences ranging from small teams to groups of over 1,000. His speaking experience includes leadership roles at Texas Tech University; participation in moot court, negotiations, and trial practice during law school; and delivering presentations to students on the renewable energy transition and privacy law and policy. Blaine also speaks on environmental law panels at U.C. Davis Law and hosts webinars for the California Lawyers Association on environmental and energy legislation.

●  Jointly represented the California High-Speed Rail Authority with the California Attorney General’s Office to defend the Authority’s environmental review for individual project segments of the future statewide high-speed train system;

●  Successfully defended the Peninsula Corridor Joint Powers Board in litigation challenging the environmental review for the Board’s electrification and modernization project to improve the Caltrain commuter rail service on the San Francisco Peninsula;

●  Successfully defended the Santa Cruz County Regional Transportation Commission’s CEQA compliance for a freight rail service contract assignment and rail repair work, upheld by the Santa Cruz County Superior Court;

●  Representing landowners in Folsom and Roseville in the environmental review and subsequent implementation of specific plans for future residential and commercial development.

●  Defended the San Mateo County Community College District in cases challenging facility improvements at the College of San Mateo. In 2016, the California Supreme Court decided in the District’s favor a key question regarding the standard of review for agency decisions to rely on CEQA’s subsequent review provisions.

●  Defended the City of Monterey’s approval of a city-wide streetlight replacement project for energy efficiency in litigation challenging the City’s reliance on a categorical exemption from CEQA, upheld by the Sixth District Court of Appeal.

●  Represented Renewable Energy Systems (RES) Americas in successfully navigating CEQA, CESA, and local land use entitlement processes to obtain a conditional use permit in November 2008 for a new 103-MW wind power project on private land in Shasta County. Ms. Teller assisted RES in developing a strong biological and cultural resources mitigation program, working cooperatively with the County of Shasta, resource agencies, and environmental and tribal interests to avoid litigation after project approval.
